Where and how to distribute "homeless kits"?

Homeless kits are to include:
Sleeping Bag, Hat, Socks, Water, Flashlights, Candles, Soap, Toothpaste, Toothbrush, Shampoo, Deodorant, Hairbrush, ready to eat foods, all contained in a sturdy back-pack.

I'm assuming you can't just go up to homeless people and hand them a backpack. Do you need to go through an organization to do this?

I can't see why you couldn't just walk up to a homeless and hand them a kit. Especially if you are located in a place with a known homeless area. The question you're asking doesn't make much sense, because it's like asking if you have to get a permit to give a quarter to a guy playing guitar on the street. Besides, most organizations like this began with one person who wanted to change the world, and that one person gave of themselves and made a charitable contribution in some way…

    Why don't you rent a pick up truck and put a bunch of those "homeless kits" in the back and drive around the city and give one away to every homeless person you see?

    You could try that first…….some might like it…..or you could go to the homeless shelter in your area. or maybe a church.
